The City of Ashland, KY operates under a City Manager form of government.
In this form of government, the citizens elect a Mayor and four Commissioners to serve on the Board of Commissioners. The Board of Commissioners then appoints a City Manager who holds the position of chief administrative officer for the city. This individual is a professional who is employed by the city to run the operational affairs of the city on a day-to-day basis. The Board is voted into office by non-partisan elections and consists of a mayor, who is elected for a term of four years, and four commissioners, who serve two years each. It is responsible for passing ordinances, adopting the budget, appointing committees, and employee appointment and termination.
