The City of Ashland is accepting applications for the position of
 
GIS ANALYST or GIS TECHNICIAN
Engineering Department
 
Supervisor:  Engineering Superintendent / City Engineer
Supervises: Seasonal Interns
Grade:         GIS Analyst:  110               Minimum beginning salary:  $18.491/hr.
Grade:         GIS Technician:  108         Minimum beginning salary:  $15.846/hr.
 
Class Characteristics:    Under general direction, is responsible for GIS/GPS mapping and analysis of city owned utilities, storm sewers, roads, and other related items. GIS Analyst also coordinates, maintains and trains employees and others, as necessary, to use GPS/GIS software and hardware.
 
General Duties and Responsibilities:  Operates GPS and GIS software and hardware for mapping of City infrastructure.  Obtains field data with survey equipment and records in GIS system to create and maintain databases of all City utilities and various other data.  Reviews as-built plans from all Departments, leak records, valve books and other historic records for GIS system.  Provides maps and other information to public, city employees, the city’s website and other governmental agencies.  Utilize data to assist with making decisions regarding infrastructure upgrades and replacement.  Prepare, plan, produce, maintain and update a variety of maps, drawings, plans, and other graphic representations displaying layers and attribute data from databases.  Coordinates with various City departments for locating and inspecting utilities for a variety of reasons.  Performs detailed spatial analysis on GIS data.  GIS Technician also discusses projects with residents to improve citizen relations and operates various design and analysis software using the GIS system.  Opens manhole covers, record depth, pipe sizes, material and condition.  Both positions records City infrastructure through GIS mapping and provides support to Engineering Department.  Performs other related duties as assigned.
 
MINIMUM QUALIFICATIONS
Training and Experience:   GIS Analyst:  Graduation from high school or equivalent supplemented by four (4) years of relevant work experience (experience in GIS, GPS or mapping). Completion of a four-year degree in a GIS related major is preferred, but not required. Education may be substituted with additional relevant work experience on a year-for-year basis. Experience with ArcGIS is required.  GIS Technician:  Graduation from high school or equivalent supplemented by two (2) years of work experience (experience in GIS, GPS or mapping preferred). Completion of a two-year degree in a GIS related major is preferred, but not required. Completion of training course in computer assisted drafting and/or GIS preferred, but not required. Directly related vocational school courses preferred, but not required. Experience with ArcGIS preferred, but not required. 
 
Certification/Licensing Requirements:  Must possess and maintain a valid drivers’ license.
Overtime Provision:  Non-exempt. 
Availability:  Must occasionally work overtime.
