The Engineering and Utilities Department provides the majority of services to the citizens of Ashland. The Director is Ryan S. Eastwood, P.E. who is also City Engineer. Kandi Hale is the department secretary. The department offices are located in Suite 408 of the City Building, which is located at 1700 Greenup Avenue. The telephone number is 327-2008. The office is open from 8:30 A.M. until 5:00 P.M. The Director’s office directs the activities of all divisions and may be contacted for assistance in resolving any concerns or problems with services provided. The Department of Engineering and Utilities is involved in all construction throughout the City, public or private.

ENGINEERING:
The many duties of the Engineering Division include maintaining right of way records, keeping City maps current, preparing plans and drawings for projects, assigning addresses within the City, reviewing building plans prior to permits being issued, and doing surveys for City projects.  Engineering offices are also located in Suite 408 of the City Building and may be reached by calling 327-2008. The superintendent is Tim Moore.
   
WATER PRODUCTION:
The water plant is a 24-hour operation 7 days per week. The plant averages over 9 million gallons per day with a capacity of 12 million gallons. Plans are underway to increase the production capacity of the plant. In addition to the water produced for the Ashland distribution system, some water produced at the plant is sold to neighboring systems. The plant superintendent  may be reached at 327-2058. Water problems may be reported to the plant on weekends and after normal business hours. The plant meets all state and federal requirements for water production and is monitored by government agencies on a regular basis to maintain the operation permit.
   
WATER DISTRIBUTION AND WASTEWATER COLLECTION:
This is the largest division in Engineering and Utilities in number of employees. The responsibilities of the division include the installation and maintenance of water and sanitary sewer mains. Water is distributed using a series of holding tanks and water pump stations. Wastewater is collected using sewer pump stations and forced mains to get it to the treatment plant. Wastewater from outside the City is pumped through the City’s collection system to the treatment plant. This division must meet all government regulations for the distribution of water and collection of wastewater.
  
WASTEWATER TREATMENT AND PLANT:
The treatment plant processes all wastewater pumped in through the collection system. The treated water is tested and must meet all state and federal standards before being released into the Ohio River. The plant is monitored by government agencies, which regulate its operating permit. Pretreatment monitors incoming waste from industrial, commercial and other sanitation districts to determine to type and strength of wastewater coming into the plant. Surcharges may be imposed on those users if they do not meet permitted usage. The treatment plant is a 24-hour per day operation and may be reached by calling 327-2064 for operations or 327-2063 for Pretreatment.
 
METER SERVICES:
The Meter Services Division reads water meters, turns water on for new customers, turns water off whenever a customer has a problem or is moving, replaces water meters, and turns water off for non-payment. Meter Services may be reached between 8:00 A.M. and 5:00 P.M. at 327-2019. After hours water problems should be reported by calling 327-2058. Mike Thompson is superintendent of the division.
