The Housing Choice Voucher program offers the opportunity for low-income families to choose affordable rental housing in Boyd County, Kentucky.  Program participants pay approximately 30% of their monthly adjusted income towards rent and utilities ($50 minimum).  The Housing Choice Voucher program subsidizes the balance of rent owed to the owner.

How do applicants qualify?
Applicants are determined eligible based on their annual income.  Ashland Assisted Housing Authority serves two different types of low-income families: very low-income and extremely low-income. To determine if the family is income-eligible, the housing authority compares the annual income limit for the family’s size.  The chart below illustrates the income limits based on family size.

Ashland Assisted Housing uses a preference ranking system that takes into account factors as stated in the Administrative Plan.  All preliminary applications received will be sorted by preference and then application date and time.

Preference 1:   

  • Where the family was terminated from the HVC program due to insufficient HVC funding. (S1)

  • Where the family is a victim of domestic violence in or outside of public housing verified by Safe Harbor of Northeast Kentucky. (S1;HH1/2/3)

  •  

     Displaced by government action. (S1) *          
  • Deemed homeless by written verification from CAReS. (S1) *
  • Youth aging out of foster care. (S1) *
  • A family whose head, spouse, or cohead is a veteran.  A veteran is a person who has served in the active military or naval service of the United States at any time and has been discharged or released from service. 
  • A family whose head, spouse, or cohead is considered Active Duty, Reserve, or National Guard.  (S1) *
  • Where the head, co-head, spouse, or sole member is considered elderly by being at least 62 or older.  (S2) *         
  • Where the head, co-head, spouse, or sole member is considered near-elderly by being at least 50 or older.  (S2) *
  • Where the head, co-head, spouse, or sole member is considered disabled with verification of disability.  (S2) *
  • A family whose head, spouse, or cohead is responsible for the care of dependent disabled family members which prevents them from working or attending school.  (S2) *
  • Families where the head, co-head, spouse, or sole member is working or attending school in Boyd County. (S2) *
  • Families where the head, co-head, spouse, or sole member is living in Boyd County and working or attending school outside of Boyd County. (S2) *
  • Families living in Boyd County but not working or attending school. (S3)
  • All other families. (S4)

All families may apply for assistance.  The applicant is responsible for updating any changes on the application, including but not limited to income, contact information, etc.  It is strongly suggested applicants fully complete HUD form Supplement to Application for Federally Assisted Program.  This form is optional but aids the agency in contacting you and serving you.
