PY2021-2022 ANNUAL ACTION PLAN SUBSTANTIAL AMENDMENT #2

The City of Ashland proposes to amend the Community Development Block Grant: PY2020- 2024 Consolidated Plan/2020 Action Plan (Substantial Amendment #2) and PY2021-22 Annual Action Plan (Substantial Amendment #2) making changes to funding allocations and proposed projects. These actions have triggered a substantial amendment and formal approval.

All CDBG funds must meet one of the three National Objectives as defined in Federal regulations at 24 CFR 570.483.

  • Benefiting low-and moderate-income families;
  • Preventing or eliminating slum or blight; or
  • Meeting other community development needs having a particular urgency because of existing conditions pose a serious and immediate threat to the health or welfare of the community and other financial resources are not available to meet such

Consistent with CARES Act and HUD guidance, this amendment waives any limit established on the issuance of funds to support public social services for any funds made available under PY2019 and PY2020.

The proposed substantial amendments may be found at: www.ashlandky.gov under the Community Development tab, the Department of Community & Economic Development office at 1700 Greenup Avenue, Suite 208, and Ashland Transportation Center, 99 15th Street, Ashland Library, Central Avenue, and the Ashland Human Rights Commission office.

A public hearing will be conducted on August 30, 2021 at 3:00pm in the Commission Chambers located at 1700 Greenup Avenue, 3rd Floor. The hearing will be conducted by teleconference as well. (Toll Free) 605-472-5482 Access Code 261491.

Copies of the plan(s) and substantial amendment(s) will be provided to citizens and groups upon request and free of charge during the above comment period. Copies may also be converted to electronic media, Spanish and large print for the visually impaired and be delivered to homebound persons upon request.

All Community Development Block Grant Plans will be submitted to the Department of Housing & Urban Development upon approval from the Ashland Board of Commissioners.
