The Engineering and Utilities Departments provides many of the services to the citizens of Ashland. The Director of Utilities is Mark Hall and Steven D. Cole, PE, PLS is the City Engineer. These offices direct the activities of the following divisions and may be contacted for assistance in resolving any concerns or problems with services provided. 

Engineering:
The many duties of the Engineering Division include maintaining right-of-way records, maintaining current city maps, preparing plans and drawings for projects, assigning addresses within the City, reviewing building plans prior to permits being issued, and performing surveys for City projects.  The Engineering offices are located in Suite 408 of the City Building at 1700 Greenup Avenue and may be reached by calling 606-385-3332.

Water Treatment Plant:
The water plant operates 24 hours a day, 7 days a week.  The plant production averages over 10 million gallons per day with a peak design capacity of 24 million gallons per day.  In addition to the water produced for the Ashland distribution system, some water produced at the plant is sold to neighboring systems. The plant superintendent or plant staff may be reached at 606-385-3200. 

Water Distribution:
The responsibilities of the Water Distribution Division include the maintenance, replacement and installation of water mains and service connections. Water is distributed to customers by way of a series of pipes, storage tanks and pump stations. The office for this division may be reached by calling 606-385-3186 between 7:00 A.M. and 3:30 P.M.

Wastewater Collection:
The responsibilities of the Wastewater Collection Division include the maintenance, replacement and installation of sewer mains and service connections. Wastewater is collected from within and outside of the city of Ashland and is conveyed to the Wastewater Treatment Plant through a series of sewer mains, pump stations and forcemains. The office for this division may be reached by calling 606-385-3192 between 7:00 A.M. and 3:30 P.M. 

Wastewater Treatment Plant:
The wastewater treatment plant processes all wastewater transported through the collection system. The treated water is tested and must meet all state and federal standards before being discharged into the Ohio River. The plant is monitored by government agencies, which regulate its operating permit. Pretreatment, which operates out of the wastewater treatment plant, monitors incoming waste from industrial and commercial customers as well as sanitation districts to determine to type and strength of wastewater coming into the plant.  The wastewater treatment plant is a 24-hour per day operation and may be reached by calling 606-385-3204. Pretreatment operates 6:30am to 5:00pm, Monday through Thursday and may be reached at 606-385-3205.

Meter Services:
The Meter Services Division reads water meters, turns water on for new customers, turns water off whenever a customer has a problem or is moving, replaces water meters, and turns water off for non-payment. Meter Services may be reached between 8:00 A.M. and 5:00 P.M. at 606-385-3185. After hours water problems should be reported by calling 606-385-3200.
