AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AUTHORIZING THOMAS E. KELLEY, MAYOR, TO EXECUTE A CONTRACT BETWEEN THE CITY OF ASHLAND AND RIVER CITIES DISPOSAL, LLC FOR A SUITABLE LANDFILL LOCATION FOR THE RECEIPT AND DISPOSAL OF COMPACTED GARBAGE AND REFUSE, RUBBLE AND RUBBISH, COLLECTED BY THE CITY OF ASHLAND FOR A PERIOD OF ONE (1) YEAR IN AN AMOUNT NOT TO EXCEED $17.50 PER TON FOR THE DEPARTMENT OF PUBLIC WORKS, DIVISION OF SANITATION. (b) Second reading and adoption of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AUTHORIZING THOMAS E. KELLEY, MAYOR, TO EXECUTE A CONTRACT BETWEEN THE CITY OF ASHLAND AND CINTAS CORPORATION FOR THE RENTAL OF WORK UNIFORMS FOR A PERIOD OF THREE YEARS FOR THE DEPARTMENTS OF PUBLIC WORKS, ENGINEERING & UTILITIES, PARKS & RECREATION, AND CODE ENFORCEMENT IN THE CITY OF ASHLAND.

(c) Second reading and adoption of an ordinance entitled:

AN ORDINANCE OF THE CITY OF ASHLAND, KENTUCKY, AMENDING THE AUTHORIZED POSITIONS LISTING AND ADOPTING THE JOB DESCRIPTION FOR THE POSITION OF RECEPTIONIST IN THE DEPARTMENT OF GENERAL GOVERNMENT, DIVISION OF HUMAN RESOURCES/CITY CLERK; THE JOB DESCRIPTION FOR THE POSITION OF INFORMATION TECHNOLOGY (IT) SUPPORT SPECIALIST IN THE DEPARTMENT OF GENERAL GOVERNMENT, DIVISION OF INFORMATION TECHNOLOGY; AND THE JOB DESCRIPTION FOR THE POSITION OF ASSISTANT TO THE ADMINISTRATOR IN THE DEPARTMENT OF FINANCE, DIVISION OF ASHLAND BUS SYSTEM, OF THE “POLICIES AND PROCEDURES, COMPENSATION AND CLASSIFICATION PLAN” AS ADOPTED BY ORDINANCE NO. 77, SERIES OF 2003, AND PREVIOUSLY AMENDED. IX. CONSENT AGENDA

(a) Reading and approval of a resolution adopting, authorizing and approving the course of action recommended by the City Manager on items appearing on the Consent Agenda dated September 2, 2010.

1. City Manager recommends approval of the request by David Alexander to conduct a Block Party on September 6, 2010, 12:00  - 6:00 p.m., on Christy Street by Randy Drive; and waiving the insurance requirement.

2. City Manager recommends approval of the request by Jim Rodman to conduct a Block Party, September 18, 2010, 2:00 – 6:00 p.m., in the 2500 block of Bradley Drive.

3. City Manager recommends approval of the request by Booker T. Washington Festival to conduct the annual festival on September 4, 5, 6, 2010, 10:00 a. m. – 9:00 p.m., at Dawson Pool; and the contribution of $1,000.00 for the event.  Details are to be coordinated with the Department of Parks & Recreation; there shall be no use of the concession stand, no admission fee to the park, and the pool and park shall remain under the City’s control.

4. City Manager recommends awarding the bid to for the purchase of all labor and materials for tree trimming for a two (2) year period to Prichard Lawncare, Inc, for their bid as attached, Department of Public Works, Division of Streets.

5. City Manager recommends awarding the bid for the purchase of all equipment, labor and materials to construct twenty additional parking spaces for the Housing Authority of Ashland Debord Terrace  to Mark Morris Contracting for their total bid of $30,226.00 with $18,000.00 to be paid from CDBG Funds.

6. City Manager recommends authorizing the Mayor to sign a grant agreement between the City of Ashland, County of Boyd, KY and the U. S. Department of Transportation, Federal Aviation Administration for the Ashland-Boyd County Airport project – Phase 2 – Fuel Farm Relocation and Phase 3-Property Acquisition, Lot 8, Portions of Lots 9, 10, 11, Total .25 acres.

7. City Manager recommends authorizing payment of Invoice #33966, dated 5/27/2010 in the amount of $36,994.00 and Invoice #34110, dated 6/30/2010 in the amount of $26,930.00 to Beckman Environmental Services, Inc. for work completed on the Telemetry System, Department of Engineering and Utilities.

8. City Manager recommends authorizing payment of Pay Request No. 4, dated 08/30/10 in the amount of $24,972.10 to CTB, Inc., for work completed on the second floor restoration of the depot.

9. City Manager recommends authorizing a Lieutenant, Police Department, to attend the Regional Organized Crime Information Center Conference, October 10-13, 2010, in Tampa, FL.

KELLEY MAYOR, TO EXECUTE A CONTRACT BETWEEN THE CITY OF ASHLAND, KENTUCKY, THE HOUSING AUTHORITY OF ASHLAND (DEBORD TERRACE) AND MARK MORRIS CONTRACTING FOR THE PURCHASE OF ALL EQUIPMENT, LABOR AND MATERIALS TO CONSTRUCT TWENTY ADDITIONAL PARKING SPACES AT 901 KILGORE DRIVE FUNDED IN PART BY THE CITY OF ASHLAND ECONOMIC DEVELOPMENT DEPARTMENT THROUGH A DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)  FOR PROGRAM YEAR 2010. (c) First reading and approval of an ordinance entitled:
