Community Development Block Grant (CDBG) Program 2021 Annual Action Plan Draft

Information For

The U.S. Department of Housing and Urban Development allocated $567,501 of Community Development Block Grant (CDBG) funding to the City of Ashland for the Program Year (PY) 2019 (July 1, 2021-June 30, 2022). An additional $666,706.55 of PY17/18/19/20 of carry-over funds are available for eligible CDBG activities.

Activities under this program will predominately benefit persons of low- to moderate-income as defined in 24 CFR Part 5. Activities must meet one of the following national objectives: benefit to low- and moderate-income persons; aid in the prevention or elimination of slum or blight; or meet a need having a particular urgency.

The City proposes the 2021 Action Plan Draft are to illustrate plans to utilize the CDBG funding for the program year.

The proposed 2021 Program Year Action Plan Draft at the following locations:
1. Ashland City Building, Department of Planning & Community Development, 2nd Floor, Room 208, 1700 Greenup Avenue, Ashland, Kentucky
2. The Boyd County Public Library, 1740 Central Avenue, Ashland, Kentucky
3. City of Ashland website at www.ashlandky.gov
4. Ashland Commission on Human Rights, Camayo Arcade
5. Ashland Transportation Center, 99 15th Street, Ashland, Kentucky

The Department of Planning & Community Development will receive comments concerning the 2021 Program Year Action Plan beginning Wednesday, March 10, 2021 and ending April 14, 2021.

Comments will also be taken at a public hearing on April 14, 2021 at 3:00pm. The hearing will take place at the Ashland City Building, Commission Chambers, 1700 Greenup Avenue, 3rd Floor. Participants may teleconference into the hearing by calling: 605-472-5482 Access Code: 261491.

Copies of the Action Plan will be provided to citizens and groups upon request and free of charge during the above comment period. Copies may also be converted to electronic media, Spanish and large print for the visually impaired, and be delivered to homebound persons upon request.
