Community Development Block Grant (CDBG) Program Amendment of 2020-2024 Consolidated and 2020 Action Plan

Information For

The U.S. Department of Housing and Urban Development has amended the allocation to $573,725 of Community Development Block Grant (CDBG) funding to the City of Ashland for the Program Year (PY) 2020. An additional $998,816.34 of CDBG PY15/16/17/18/19 and $383,268.35 CDBG-CV carry-over funds are available for eligible CDBG activities.

Activities under this program will predominately benefit persons of low- to moderate-income as defined in 24 CFR Part 5. Activities must meet one of the following national objectives: benefit to low- and moderate-income persons; aid in the prevention or elimination of slum or blight; or meet a need having a particular urgency.

The City proposes to amend the 2020-2024 Consolidated Plan and 2020 Action Plan to illustrate plans to utilize the CDBG funding for the program year.

The proposed 2020-2024 Consolidated Plan and 2020 Amended Action Plan Draft at the following locations:
1. Ashland City Building, Department of Planning & Community Development, 2nd Floor, Room 208, 1700 Greenup Avenue, Ashland, Kentucky
2. The Boyd County Public Library, 1740 Central Avenue, Ashland, Kentucky
3. The City of Ashland website at www.ashlandky.gov

The Department of Planning & Community Development will receive comments concerning the 2020-2024 Consolidated Plan and 2020 Program Year Amended Action Plan for (30) thirty days beginning March 10, 2021-April 12, 2021.

Comments will also be taken at a public hearing on April 12, 2021. The hearing will take place at the Ashland City Building, Commission Chambers, 1700 Greenup Avenue, 3rd Floor at 3pm. The hearing will be available through teleconference as well. Call in: 605-472-5482 Access: 261491

Copies of the Action Plan will be provided to citizens and groups upon request and free of charge during the above comment period. Copies can also be converted to electronic media, Spanish and large print for the visually impaired, and be delivered to homebound persons upon request.
